The largest power utility in Greece invests in offshore wind.

Greek developer Public Power Corp. (PPC) is broadening its capital investment programme in renewable energy innovation. PPC has acquired the Thrakiki Wind 1 project from the Copelouzos Group and the Samaras Group. As reported in the settlement, Copelouzos will remain as a developer until he is paid. The venture has an operating licence and is regarded as a pilot plan under local regulations. As part of the country's climate and energy plan, the Hellenic Management Company of Hydrocarbons and Energy Resources (EDEFAP) has previously awarded a research licence encompassing the maritime region.

The fixed-bottom wind farm at present holds a 216 MW producing licence and is subject to the rules of L. 4964/2022, article 174, for the Pilot Implementation of Offshore Wind Farms. The Hellenic Hydrocarbons and Energy Resources Management Company (HEREMA) has previously granted a permit for marine exploration, it stretches south of the Evros regional unit's shoreline and north-northwest of Samothrace (Samothraki). It is identified as an area for the development of Pilot Offshore Wind Farm projects with a total capacity of 600MW.

Because of the depth of the Aegean Sea, most future offshore wind farms in Greece are intended to employ floating technology, while this one will use towers with fixed bottoms. "This deal is another strategic move for PPC to develop offshore wind in Greece, as well as proof of our commitment to achieve long-term, green and socially beneficial growth," Konstantinos Mavros, the president and CEO of PPC.

PPC has established an objective of having a 5 GW renewable portfolio by 2026. The group's management intends to do this primarily through purchases of established projects.
