Sulmara Expands Innovative Survey Services to Meet Growing Offshore Wind Demand in Taiwan

As Taiwan's offshore wind market accelerates, Sulmara meets rising demand with long-term seabed mapping and USV operations, supporting major developers like Ørsted and Seaway7.

Sulmara Responds to Taiwan’s Offshore Wind Boom with Long-Term Survey Services

At SA Operations, we closely follow major offshore developments that shape the global energy landscape. One company that’s gaining momentum in this space is international subsea specialist Sulmara, whose growing footprint in Taiwan reflects a key industry trend: the early and long-term integration of survey operations in offshore wind development.

According to James Hope, Regional Director Eastern Hemisphere at Sulmara, developers in Taiwan are increasingly prioritizing early engagement and multi-year partnerships for seabed data and survey services. This shift is being driven by greater confidence in Taiwan’s offshore wind sector, where all five Round 3.2 auction projects have recently signed contracts, totaling 2.7 GW of capacity.

For those in offshore recruitment, subsea operations, and survey logistics, this development is especially relevant. Sulmara’s focus on uncrewed surface vessel (USV) operations and innovative seabed mapping is not only streamlining project phases but also creating more consistent demand for skilled offshore personnel and survey engineers. This aligns with the growing call for reliable, experienced specialists who can execute complex geophysical and geotechnical surveys, as well as geoscience monitoring.

Sulmara’s operations in Taiwan began in 2021, and since then, they’ve steadily grown through repeat contracts with key developers and EPCs. A standout example is their long-term partnership with Seaway7, where Sulmara has just completed a second consecutive year supporting the Zhong Neng offshore wind farm. Seaway7’s Antonina Timofeeva described Sulmara’s in-country support as reliable and effective, particularly in overcoming operational hurdles on-site. This is the kind of project delivery that underscores the importance of strong local teams paired with global expertise—something SA Operations also champions in our recruitment and staffing strategies.

Looking ahead, Sulmara is now supporting Ørsted on the Greater Changhua 2b and 4 wind farms, delivering geoscience construction monitoring and detailed seabed mapping services. Offshore construction for these projects kicked off in February 2025, with Sulmara playing a critical role in collecting high-value data that ensures precision and safety in subsea installations.

From a workforce development perspective, Sulmara’s efforts to upskill local Taiwanese surveyors are noteworthy. Former intern Yu-Fan Tao, for example, returned to work on the Zhong Neng project and is now a key team member for Greater Changhua. This approach to combining international know-how with local capability not only strengthens the talent pipeline but also fosters long-term sector sustainability.

Sulmara’s expansion isn’t stopping at Taiwan. In a recent move that reflects the broader regional push for renewable energy, the company signed an MoU with South Korean firm Allforland to jointly deliver mapping services to support South Korea’s offshore wind targets. For SA Operations and our network of offshore professionals, this signals rising demand for specialized survey skills throughout the Asia-Pacific region.

As the offshore wind market matures, particularly in Asia, the need for strategic, long-term planning across survey, construction, and subsea support is only going to grow. Sulmara’s work in Taiwan demonstrates the critical role that innovative, data-driven services and skilled offshore personnel play in de-risking large-scale wind projects and ensuring smooth execution from site investigation through construction.

At SA Operations, we continue to support this evolution by providing highly trained professionals and robust logistical solutions tailored to the demands of modern offshore energy projects. The future of offshore wind depends not just on technology, but on the people and partners driving it forward.
