Estonia Advances Green Transition with Offshore Wind Farm Development

Enefit Green's subsidiary, Liivi Offshore OÜ, has launched the building permit procedure and environmental impact assessment for the construction of a 2010 MW offshore wind farm in Estonia. The project is part of Estonia’s broader efforts toward green energy transition.

The Estonian Consumer Protection and Technical Supervision Authority (TTJA) confirmed that Liivi Offshore OÜ had initiated this process based on building permit applications for two areas located south of Kihnu Island, in the Gulf of Livi. According to the applications, Eesti Energia, a subsidiary of Liivi Offshore OÜ, plans to install up to 140 electric wind turbines, each with a maximum height of 300 meters above sea level and a nominal power output of up to 20 MW.

The total area covered by the wind farm spans 168.08 km². The TTJA has merged the building permit procedures for both regions into a single procedure. Following the development permit procedure and the initiation of the environmental impact assessment, Liivi Offshore OÜ will be able to prepare an environmental impact assessment program.

The environmental impact assessment program will outline the methodology used in the assessment and specify the studies necessary to evaluate the ecological impacts of the wind farm. Liivi Offshore OÜ is required to submit this program to TTJA within 18 months and an environmental impact assessment report within 24 months after the program is approved.

Once the environmental impact assessment report meets all requirements, a building permit can be issued, enabling the developer to begin the actual construction work. The TTJA is responsible for processing building permit applications and issuing building and operational permits for offshore wind farms.

This offshore wind project marks a significant step in Estonia’s commitment to renewable energy and sustainable development as the country seeks to reduce its carbon footprint and enhance energy independence.
