Norway plans to continue developing oil and gas resources in the Barents Sea, despite the European Union's support for a moratorium on new Arctic hydrocarbon development.
Norwegian Energy Minister Terje Aasland says continued activity in the Barents Sea is important for both Norway and European energy security, particularly as Norway has become Europe's largest natural-gas supplier following the reduction of Russian gas supplies.
For Norway, the issue is not simply about increasing oil and gas production. It is also about maintaining its position as a strategic energy supplier while European countries reduce their dependence on Russian energy.
At the same time, environmental groups argue that new Arctic projects could take many years to come online and may face the risk of becoming stranded assets if European fossil-fuel demand declines significantly.

Looking Ahead
Norway’s Arctic strategy signals that offshore oil and gas will remain an important part of Europe’s energy landscape even as the energy transition accelerates.
Continued development in the Barents Sea could generate new demand for offshore engineering, drilling, survey, subsea and specialist technical services. At the same time, operating in such a sensitive and challenging environment places an even greater emphasis on technical assurance, environmental responsibility and safe, well-planned project execution — areas where experienced engineering and offshore expertise will be increasingly important.
